On November 11, the 4th International Symposium on Space Law of Beijing Institute of Technology and the Space Law Forum of the 2023 International Symposium on Peaceful Uses of Space Technology (Health) was held in Beijing。Wang Qijiang, Vice President of China Law Society，Bao Liying, deputy Party secretary of Beijing Institute of Technology，Pan Yingli, Department of Systems Engineering, National Space Administration，Wang Tianyi, Executive Chairman of the International Peace League (Space) and academician of the International Academy of Astronautics, attended the meeting，Nearly 200 Chinese and foreign experts and scholars from relevant government departments, research institutes, universities and industry attended the conference。

At the same time, he appreciated the contribution made by the School of Law of Beijing Institute of Technology in supporting the negotiation of international rules of outer space in China, serving the national space diplomacy and cultivating talents for the rule of law in outer space。

In her speech, Bao Liying introduced the important contributions made by the Beijing Institute of Technology to the development of China's space industry，The history of law education in the past 30 years is reviewed，The law school has always followed the needs of the country's major development strategies and the development trend of science and technology，It has stepped out of the characteristic development road of "law + technology" with the characteristics of Beijing Institute of Technology。She said that the peaceful exploration and use of outer space is facing many challenges, and it is necessary to establish and develop more complete international laws and rules on outer space to cope with them。She looked forward to the experts strengthening interdisciplinary and cross-field cooperation and constantly promoting the in-depth development of space law research。

Pan Yingli, on behalf of the Department of System Engineering of the National Space Administration, extended warm congratulations on the holding of the forum。He said that the current space law has played an increasingly important role in the overall security, development, cooperation and other aspects, since the space law was included in the national legislative planning, the legislative process has been accelerated, and it is expected that the space law will be promulgated as soon as possible to provide a strong legal guarantee and support for China's space industry and space activities。

In his speech, Wang Tianyi said that the law plays an important role in the process of exploring and using outer space, and how to regulate the space activities of all countries in the world, maintain space stability and ensure the peaceful use of space is crucial to the future of mankind。He believed that only with the concerted efforts of the international community could the issue of the peaceful use of outer space be effectively resolved and the sustainable development of outer space be guaranteed。

The conference established the Outstanding Paper Award of the 4th International Symposium on Space Law of Beijing Institute of Technology, and the guests presented the first, second and third prizes and the certificate of excellent paper award to the winners。

In the keynote presentation session，Pei Zhaoyu, chief designer of Chang 'e-8 project, Professor Su Jinyuan, Institute of International Law, Wuhan University, Professor Gong Zizheng, China Academy of Space Technology, Professor He Qisong, School of Government, East China University of Political Science and Law, Professor Li Mingtao, National Space Science Center, Chinese Academy of Sciences, and Associate Professor Wang Guoyu, School of Law, Beijing Institute of Technology, made excellent reports on the theme of the conference。

In the thematic presentation segment，Wang Xiaowei, researcher of China Academy of Launch Vehicle Technology, Feng Guodong, Deputy general counsel of Shanghai Academy of Space Technology, Anmet Hamdi Tarkan, expert of the Turkish Space Agency, Li Flag, Director of Legal Compliance Department of China Great Wall Industry Group Co., LTD., Li Hongbo, researcher of the First Institute of Space Science and Technology, and Hua Guoliang, technical director of Galaxy Space frequency orbit, made wonderful reports respectively。

In the afternoon, the seminar was divided into three sub-forums, with the themes of "Outer space security and space debris management issues", "outer space commercialization and outer space resources development issues", and "international cooperation in outer space and long-term sustainability issues in outer space". More than 20 experts and scholars made wonderful reports on the above topics。

The symposium exchanged views and ideas on "Global Governance of outer Space under the Great Changes in the world", the experts shared the latest research results, and discussed major frontier issues of outer space law。The seminar promoted the cross-integration of space technology and legal research, and further enhanced the international influence of the space law discipline of BTU。
